10. APPROVAL OF SUPPLEMENTAL SCHOOL PLANT SURVEY
Description
In 2005 the Florida Department of Education approved the district's 2005-10 Five-Year School Plant Survey.  Florida Statute 1013.31 (1)(a) mandates that supplemental surveys be submitted when a School Board seeks to change the use of its buildings.  This survey amendment allows for the demolition of buildings 10, 18, 58, 71 and 72, near the prior site of the Florida House, as part of the North County Technical High School construction.  These structures total 7370 square foot of non-instructional space, representing only 45 official student stations.  Upon approval by the Board, the submittal will be accomplished on-line through the state's EFIS network.

Recommendation

That the School Board of Sarasota County approve the submittal of the supplemental School Plant Survey to the Florida Department of Education.


AGREEMENTS/CONTRACTS

11. APPROVAL OF AGREEMENT WITH AMERICAN FLORIST OF NORTH PORT
Description
This agreement will allow for non-paid career technical work experience for Exceptional Student Education Students from North Port High School, ages 15 to 18 years olds, in 10th through 12th grades to learn the day to day business operation at the American Florist of North Port.

Recommendation
That the School Board approve the agreement between the Vocational Instructional Program and the American Florist of North Port, as presented.

12. APPROVAL OF AGREEMENT WITH WENG TALK RADIO, CHANNEL 1530 AM
Description
This agreement will allow for non-paid career technical work experience for Exceptional Student Education Students with vision impaired, direct services, from Venice High School, minimum 16 years old, in the 11th or 12th grades to learn the day to day business operations at WENG Talk Radio, Channel 1530 AM.

Recommendation
That the School Board approve the agreement between the Vocational Instructional Program and WENG Talk Radio, Channel 1530 AM.

13. APPROVAL OF CONTRACT WITH PROFESSIONAL EDUCATION SERVICES, LLC
Description
Approval of contract with Professional Education Services, LLC to provide Workshop Presentation and Simulation Activity for the Leadership Academy on:  Student Assignment Using Disaggregated Data to be presented at the Leadership Academy Dayspring Retreat.

Recommendation
That the School Board of Sarasota County approve the contract in the amount of $750.00, with independent contractor, Professional Education Services, LLC, for this presentation.
14. APPROVAL OF THE COOPERATIVE AGREEMENT BETWEEN THE DEPARTMENT OF JUVENILE JUSTICE AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description

This agreement outlines the roles and responsibilities of the D.J.J. and the School Board of Sarasota County in the development of programs  to provide a comprehensive system of care and education to meet the needs of students in juvenile justice settings.

This agreement is for a 4 year period, ending in 2011.



Recommendation
That School Board of Sarasota County approve the cooperative agreement with the Department of Juvenile Justice as presented.

GRANTS

15. APPROVAL OF THE BEST BUY TEACH AWARD GRANT APPLICATION FOR TAYLOR RANCH ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds in the amount of $9,985.00, will purchase 15 HP Pavilion Notebooks that will be housed in a portable cart and used by students in the classroom.

Recommendation
That the School Board of Sarasota County approve the Best Buy Teach Award grant application.

16. APPROVAL OF THE THIRD GRADE ROCKS GRANT APPLICATION TO AIRBORNE TEACHER FUND FOR PINE VIEW SCHOOL
Description
COMPETITIVE: Grant funds in the amount of $4,480.00, will provide students with a unique interdisciplinary experience as well as opportunities that promote teambuilding and character development.

Recommendation
That the School Board of Sarasota County approve the Third Grade Rocks grant application.

EXPULSIONS

17. EXPULSION CASE NO. 08-066
Description
On September 24, 2007, the student listed in Expulsion Case No. 08-066, violated School Board Policy 5.32, Zero Tolerance, (i)(j), Possession of Controlled Substances.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until the end of the 2008-2009 academic year.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 08-066, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2007-2008 academic year, the 2008 summer session, and the entire 2008-2009 academic year.

18. APPROVAL OF STUDENT EXPULSION ABEYANCE CASE NO. 07-333
Description
School Board Policy 5.34 (4), permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student is being placed in a GED program provided by SCTI's Corrections Education Department.

Recommendation
That Expulsion Case No. 07-333 be held in abeyance per School Board Policy 5.34.

MATERIALS MANAGEMENT

19. APPROVAL TO AWARD BID #8062 FOR AUDIOMETRIC TEST SUITE REPLACEMENT - SCTI
Description
Bids to provide an 'Audiometric Test Suite Replacement - SCTI' were received from two vendors on October 30, 2007.  The bid of Trilogy Audiometrics/Tele-Acoustics was the best low bid meeting the advertised specifications.  The bid of J.W. Manny, Inc., did not meet the bid specifications related to the size of the booth, the window size and construction, door clearance, door viewing windows, electrical requirements and the jack panel.  It was not possible to evaluate other features related to floor isolators, joiners, and noise reduction standards.  The funds for this purchase are contained in the capital budget allocated for the project.

Recommendation

That the bid of Trilogy Audiometrics/Tele-Acoustics, to provide an 'Audiometric Test Suite Replacement - SCTI' in the amount of $45,793.71, be approved for award and purchase.

20. APPROVAL TO AWARD BID #8026 FOR OUTDOOR PEST CONTROL
Description
Bids to provide 'Outdoor Pest Control' were received from three vendors on October 9, 2007.  The bid of Ameri-Pride, Inc., was the best low bid meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these services are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of Ameri-Pride, Inc., to provide 'Outdoor Pest Control' in an amount not to exceed $65,000.00, be approved for award and purchase.
21. APPROVAL TO AWARD BID #8002 FOR WORKPLACE UNIFORMS
Description
Bids to provide 'Workplace Uniforms' were received from seven vendors on October 31, 2007.  The bids of Itchin' To Bee Stitchin', Inc., and Superior Uniform Group were the best low bids meeting the advertised specifications.  The uniforms are primarily for Facilities Services, Food and Nutrition Services, Safety and Security, Network Systems, Pony, and Materials Management.  Reasons for not selecting the apparent low bid and included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the operating budgets allocated to the departments. 

Recommendation
That the bids of Itchin' To Bee Stitchin', Inc., and Superior Uniform Group, to provide 'Workplace Uniforms' in an amount not to exceed $150,000.00, be approved for award and purchase.

Description
The contractor has prepared the Certificate of Substantial Completion.  The project is substantially complete in accordance with the contract documents.

Recommendation
That the work performed by Jon F. Swift, Inc., for Laurel Nokomis School Buildings #3, #5, and #10 Water Pipe Epoxy Coating be accepted as substantially complete as of November 1, 2007.

CONSTRUCTION

24. ACCEPTANCE OF GUARANTEED MAXIMUM PRICE PROPOSAL AND APPROVAL OF CONTRACT FOR CONSTRUCTION FOR THE RIVERVIEW HIGH SCHOOL ADMINISTRATION/CAFETERIA/CLASSROOMS/ENERGY PLANT/MEDIA CENTER PROJECT
Description
Under the terms of the 6/20/2006 (Item #40) Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with W.G.Mills, Inc. for the Riverview High School - Administration/Cafeteria/Classrooms/Energy Plant/Media Center project.  This contract was negotiated on 11/7/2007.  As indicated, the 6/20/2006 agreement included pre-construction and bidding services only.  This Contract for Construction allows for the actual construction of the referenced project.  The Guaranteed Maximum Price (GMP) of this contract is $47,685,279.00.  This contract, which is the standard document utilized for all of the District's construction contracts, is available for review at the Construction Services Department.  The School Board attorney has approved the use of the GMP proposal acceptance form and contract.  Funds for this contract are available in the project budget.

Recommendation
That the Guaranteed Maximum Price Proposal be accepted as presented and the Contract for Construction for the Riverview High School - Administration/Cafeteria/Classrooms/Energy Plant/Media Center project be approved as presented.

25. APPROVAL OF PHASE I DRAWINGS FOR THE NORTH COUNTY TECHNICAL CENTER PROJECT - PHASE IA
Description
The Design Team's estimated cost for this construction at Phase I is $25,364,255.00.  Funds for this project are available in the capital projects budget.  These drawings are available for review at the Construction Services Department and one-half hour prior to the Board meeting.

Recommendation
That the Phase I Drawings for the North County Technical Center project - Phase IA be approved as presented.
26. APPROVAL OF PHASE I DRAWINGS FOR THE NORTH COUNTY TECHNICAL CENTER PROJECT - PHASE II
Description

The Design Team's estimated cost for this construction at Phase I is $26,649,484.00.  Funds for this project are available in the capital projects budget.  These drawings are available for review at the Construction Services Department and one-half hour prior to the Board meeting.



Recommendation
That the Phase I Drawings for the North County Technical Center - Phase II project be approved as presented.
27. ACCEPTANCE OF SUBSTANTIAL COMPLETION FOR THE LAKEVIEW ELEMENTARY SCHOOL PROJECT: HVAC RENOVATION - PHASE 9
Description

This is one (1) of thirteen (13) phases of the project to achieve completion.  The engineer has prepared the Certificate of Substantial Completion and the final punch list.  This phase is only a portion of the contract and is complete in accordance with the contract documents.  A copy of the final punch list is available for review at the Construction Services Department.



Recommendation
That the work performed by Willis A. Smith Construction, Inc. for the Oak Park School : HVAC Renovation  project - Phase 9, be accepted as substantially complete as of 9/26/2007.

28. APPROVAL OF RANKING OF CONSTRUCTION MANAGERS FOR THE ELEMENTARY SCHOOL "I" PROJECT
Description

The scope shall be to provide construction management services for the Elementary School "I" project.  This campus shall be designed for a 970-student school.  On 11/6/2007, the Professional Services Selection Committee (PSSC) met to select a construction manager for this project.  The PSSC has ranked themin accordance with Board policy.  The project budget is approximately $36,600,000.00.  Funds for this project are available in the capital budget account.



Recommendation
That the ranking of construction managers for the Elementary School "I" project be approved as presented and the Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

29. APPROVAL OF ARCHITECT'S CONTRACT FOR THE ELEMENTARY SCHOOL "I" PROJECT
Description

The design for Elementary School "I" will be based on a reuse of the design of Elementary School "H" (Lamarque).  Accordingly, pursuant to Florida Statutes 1013.45(4) and 287.055(10), the Board is authorized to purchase the architectural services of BRPH, the architectural firm under contract with the Board for Lamarque Elementary School.  The purchase is to the economic advantage of the Board and the services confirm to the standards prescribed by rules of the State Board of Education.  The project scope shall include design and construction administration services for the new Elementary School "I" project.  This campus shall be designed for a 970-student school.  The contract amount is as follows:  the lump sum fee shall be $845,000.00, plus $551,200.00 for additional services, which may or may not be required.  The School Board attorney has approved this contract.  A copy of the contract is availble for review at the Construction Services Department.  The project budget is approximately $36,600,000.00.  Funds for this project are available in the capital budget account.



Recommendation
That the architect's contract for the Elementary School "I" project be approved as presented.
30. APPROVAL AND/OR RATIFICATION OF THE CONSTRUCTION SERVICES CHANGE ORDER(S)
Description
The Construction Services Change Order(s) are summarized on the enclosure for ease of review.  These change order(s) collectively total an increase of $58,057.87 in contract amounts.

Recommendation
That the Construction Services Change Order(s) be approved and/or ratified as presented.

31. APPROVAL OF DELETION FOR DEMOLITION OF PORTABLE #99-108 AT NORTH PORT HIGH SCHOOL
Description

The building # was inadvertently transposed in the recommendation portion of agenda item #31 on the November 6, 2007 Board agenda.
The correct building # should have been #99-108 instead of #99-018.

That the deletion of Portable #99-108 at North Port High School from the F.I.S.H. inventory for demolition be approved as presented.

32. APPROVAL OF RESOLUTION TO PARTICIPATE IN $1,150,000 STATE BOARD OF EDUCATION, CAPITAL OUTLAY BONDS, 2008 SERIES
Description
The School Board of Sarasota County is electing to participate in the State Board of Education Bond Issue.  The $1,150,000, will be spent on a State approved construction project and the project will be Elementary School "I."  This was included in the original Capital Budget approved on September 11, 2007.

Recommendation
That a Resolution of the School Board of Sarasota County, Florida, requesting the issuance by the State Board of Education of Florida of $1,150,000 Capital Outlay Bonds for and on behalf of such Board for the purpose hereinafter stated be approved as presented.

Description
These budget amendments are necessary to adjust the funds for all the events that have occurred since the adoption of the original budget and to fund the potential salary agreement.

SCHOOL BOARD RULES

35. APPROVAL OF REVISED SCHOOL BOARD POLICY 2.26
Description
The revision to School Board policy 2.26 provides for the School Board to annually decide whether to authorize the Superintendent to approve acceptable school 30-hour plans for professional development that are submitted in accordance with the provisions of the collective bargaining agreement.


Recommendation
That the revisions of School Board Policy 2.26, School Improvement and Education Accountability, be approved.

36. APPROVAL OF THE PROCEDURES FOR THE SUPERINTENDENT'S EVALUATION AND PERFORMANCE APPRAISAL INSTRUMENT FOR THE 2007-08 SCHOOL YEAR

#36-Move that the School Board approve the procedures for the Superintendent's evaluation and the performance appraisal for the 2007-08 school year as attached.
37. APPROVAL OF THE INSTRUCTIONAL AND CLASSIFIED BARGAINING AGREEMENTS AND 2007-2008 SALARY SCHEDULES
Description

Bargaining teams for the School Board and SC/TA reached tentative agreement on these proposed changes to contract language and salary earlier this month.  The memberships of the Association are in the process of ratifying the proposed agreements now.

The proposed salary schedules for 2007-2008 reflect a 3.0% across-the-board increase for Board appointed staff, funded in part with voted referendum funds.  All of this increase will be automatically removed from the salary schedules in the event the referendum is not continued before June 29, 2010. 



Recommendation

#37-That the changes in language of both the Instructional Collective Bargaining Agreement and the Classified Collective Bargaining Agreement with the Sarasota Classified/Teachers Association, as displayed in the enclosure, and the following salary schedules, be approved as presented.  Language changes will be effective upon ratification of the contracts by the SC/TA membership and salary schedules for appointed staff will be effective July 1, 2007:
